Terrible Times. It\u2019s 5.6%.<\/p>\n<p>COSTELLO: That many people are out of work?<\/p>\n<p>ABBOTT: No, that\u2019s 23%.<\/p>\n<p>COSTELLO: You just said 5.6%.<\/p>\n<p>ABBOTT: 5.6% Unemployed.<\/p>\n<p>COSTELLO: Right 5.6% out of work.<\/p>\n<p>ABBOTT: No, that\u2019s 23%.<\/p>\n<p>COSTELLO: Okay, so it\u2019s 23% unemployed.<\/p>\n<p>ABBOTT: No, that\u2019s 5.6%.<\/p>\n<p>COSTELLO: WAIT A MINUTE. Is it 5.6% or 23%?<\/p>\n<p>ABBOTT: 5.6% are unemployed. 23% are out of work.<\/p>\n<p>COSTELLO: If you are out of work you are unemployed.<\/p>\n<p>ABBOTT: No, Obama said you can\u2019t count the \u201cOut of Work\u201d as the unemployed. You have to look for work to be unemployed.<\/p>\n<p>COSTELLO: BUT THEY ARE OUT OF WORK!!!<\/p>\n<p>ABBOTT: No, you miss his point.<\/p>\n<p>COSTELLO: What point?<\/p>\n<p>ABBOTT: Someone who doesn\u2019t look for work can\u2019t be counted with those who look for work. It wouldn\u2019t be fair.<\/p>\n<p>COSTELLO: To whom?<\/p>\n<p>ABBOTT: The unemployed.<\/p>\n<p>COSTELLO: But ALL of them are out of work.<\/p>\n<p>ABBOTT: No, the unemployed are actively looking for work. Those who are out of work gave up looking and if you give up, you are no longer in the ranks of the unemployed.<\/p>\n<p>COSTELLO: So if you\u2019re off the unemployment roles that would count as less unemployment?<\/p>\n<p>ABBOTT: Unemployment would go down. Absolutely!<\/p>\n<p>COSTELLO: The unemployment just goes down because you don\u2019t look for work?<\/p>\n<p>ABBOTT: Absolutely it goes down. That\u2019s how it gets to 5.6%. Otherwise it would be 23%.<\/p>\n<p>COSTELLO: Wait, I got a question for you. That means there are two ways to bring down the unemployment number?<\/p>\n<p>ABBOTT: Two ways is correct.<\/p>\n<p>COSTELLO: Unemployment can go down if someone gets a job?<\/p>\n<p>ABBOTT: Correct.<\/p>\n<p>COSTELLO: And unemployment can also go down if you stop looking for a job?<\/p>\n<p>ABBOTT: Bingo.<\/p>\n<p>COSTELLO: So there are two ways to bring unemployment down, and the easier of the two is to have people stop looking for work.<\/p>\n<p>ABBOTT: Now you\u2019re thinking like a Democrat.<\/p>\n<p>COSTELLO: I don\u2019t even know what the hell I just said!<\/p>\n<p>ABBOTT: Now you\u2019re thinking like Hilary.
